LUBBOCK, Texas – Lubbock Power & Light (LP&L) is pleased to announce the promotion of Andy Burcham from Chief Financial Officer (CFO) to Assistant Director of Electric Utilities/CFO. Burcham has served the utility as CFO since September of 2013 where he led the effort to reform financial operations and long-term planning for Lubbock’s municipally owned electric utility.
As CFO, Burcham played an integral role as a member of the new LP&L administration bringing change to the third largest municipally owned utility in the State of Texas. Under his leadership, LP&L implemented a rate stabilization program and rate management methodology focused on removing volatility from customers’ monthly electric billing. Burcham revamped the capital improvement program for LP&L in order to bring greater transparency to long-term financial planning and helped oversee the revamp of the utility’s billing statement and website. Burcham was also a key member of the team which oversaw the successful request for proposal (RFP) process producing the “2019 Solution” leading LP&L to pursue integration into ERCOT, the Texas state electric grid.

As Assistant Director/CFO, Burcham will be tasked with continued oversight of all financial and customer service/billing operations; assistance with planning, organizing, development and long-range planning; and monitoring and coordinating day-to-day operations and administration of the utility. Burcham will also continue to play a key role in Lubbock’s prospective migration into the ERCOT system and assume the responsibility of acting Director when current Director David McCalla is away from the City.
Burcham is a native of Lubbock, holding a business degree from Lubbock Christian University and an MBA from Texas Tech University. He served as Chief Financial Officer for the City of Lubbock from 2008 through 2012. Burcham served as Assistant Vice Chancellor for Treasury and Cash Management at the Texas Tech University System from April of 2012 until his hiring by LP&L in September of 2013.
